GHOST//NET is governed not by a single sovereign body but by a network of corporate alliances. The federal government dissolved its claim to the region following the ArcNet Disengagement Act of 2039. Since then, governance has shifted to the SecuroServ Coalition an umbrella structure of privatized corporate justice.
SecuroServ: Corporate peacekeeping and heavy response tactical control. Operates globally.
Gruppe6 (Law & Forensic Protection Bureau): The investigative and legal body for forensic law, audit surveillance, and compliance sweeps.
Merryweather Security: Paramilitary support and territory lockdowns. Think of them as the armored backbone of enforcement.
All agencies act under the Unified Corporate Law Doctrine (UCLD), binding all registered citizens and non citizens within GHOST//NET' borders. Violations are processed through Arbitration Pods, not courtrooms.
Each corporate entity operating within GHOST//NET holds a proportional vote based on their economic contribution and public service record. These votes are cast within the Board of Civic Standards, a regulatory tribunal managed by SecuroServ. Civilian representatives exist only on a consultative basis, without voting rights.
Legal changes occur quarterly. Emergency amendments may be enacted by two thirds vote or by direct executive order from a Platinum Tier Corporation (e.g., Phoenix Corp, Maze Bank Urban Division).
All crimes in GHOST//NET are classified by severity and impact against corporate infrastructure, population well being, and market flow. Classifications are universal across all factions:
Involve mass casualty events, high tier cyberterrorism, unauthorized supernatural manifestations, or violent rebellion against corporate authority.
Punishment: Instant revocation of citizen status, indefinite detainment, or authorized termination.
Includes premeditated violence, major financial fraud, supernatural exposure, armed resistance, or black market activity.
Punishment: Genetic tagging, long term forced labor placement, memory redaction, or re education.
Unauthorized weapon possession, mid level hacking, obstruction of authority, identity smuggling, minor arcane use.
Punishment: Asset seizure, heavy fines, tracking implant, behavioral correction protocol.
Unauthorized graffiti, minor contraband, digital loitering, unlicensed drone use, jaywalking in vertical transit zones.
Punishment: Citation, light fine, temporary surveillance flag, optional community labor credit.
Traffic and pedestrian rules fall under Class D unless they cause injury or disruption of commerce.
This is not a republic. This is not an empire. This is a contract.

GHOST//NET is divided into Privatized Corporate Sectors, each managed by a primary megacorp or Platinum tier affiliate. These sectors function as sovereign enclaves with individual by laws, permitted technologies, and citizen expectations.
All citizens, residents, and non residents are geo tagged upon entry to GHOST//NET. Upon crossing into any district, your rights and risks are subject to the Sectoral Enforcement Authority (SEA) operating that block.
Infrastructure, purification, waste management, and high level arcane containment.
Financial infrastructure, asset liquidation, and debtor enforcement.
Synthetic food production, recombinant agriculture, gene splice livestock research.
Transit toll enforcement, drone port logistics, and asset lockdown.
Augmentation services, wetware installation, and experimental neural medicine.
Restricted military zone. Civilian presence is monitored under Article 17.3 "Armed Oversight." No public entry.
Each sector has its own permit structure. Carrying a drone, weapon, or enhancer legally in one sector may get you detained in another. It is your responsibility to check digital access boards at sector crossings or sync with your CivicLink app.
You may file a Conditional Enforcement Dispute through your CivicLink portal within 72 hours of enforcement. However, appeals are:

From a civilian standpoint, you do not know the Arcane Court, the Inquisition, or the Kindred by name. However, rumors, warnings, and sanctioned fiction have filtered through.
Civic Guidelines classify certain behaviors as "Code: Darkfall" interactions:
If you observe a Darkfall class event, report it via the GHOST//NET Crisis Watch app. You will not be penalized for false reporting only for silence.
Those who disappear are never spoken of again.
They tell you the world runs on rules on structure, justice, and order.
But in GHOST//NET?
The law is just another mask.
And behind it... things are watching.
Still, you'll need to understand what the rules look like on paper because breaking them still gets you caught, charged, and maybe worse.
From your point of view, the police still exist but they're not what they used to be.
This is the badge on the door now. Not "LSPD." Not "Sheriff."
Gruppe6 is sleek, efficient, cold. Their mandate is forensic level crime suppression and digital oversight. They don't knock. They log, trace, archive.
You mess up? They already knew about it five minutes ago.
They wear the same armor, but they don't answer to the city.
Merryweather rolls out when things get messy militarized, heavily funded, and trained to "de escalate" with overwhelming firepower.
Think of them as the "sheriff" department of this corporate world.
Most civilians think of them as private SWAT or corporate peacekeepers.
They're not just muscle. They're corporate law incarnate.
If they show up? You crossed a line that belonged to someone expensive.
You don't need to know who they work for.
Just know you don't want them asking questions.
Yes, the old laws still exist but they've been remixed for this city.
Forget the Constitution. This is about compliance.
What they really care about? Disruption. Risk. Exposure.
Petty offenses. Usually ignored unless you're a repeat offender.
Penalty: Fines, warnings, brief detainment.
Criminal behavior. You'll get logged, tagged, and possibly detained.
Penalty: Jail time, surveillance level increase, possible corporate restrictions.
Major crimes. Expect full prosecution unless a corp wants you first.
Penalty: Incarceration or "recruitment" by a corporate entity. Sometimes both.
High threat offenses. These draw SecuroServ response.
Penalty: Disappearance. Don't ask.
You still have rights sort of. They're printed in the back of your ID, under the "TOS Agreement."
If you don't make waves? You'll be fine.
If you get in over your head? . . . You'll be forgotten. . .
In GHOST//NET, the law is not equal it is structured. Corporate rank dictates authority, protection, and legal immunity. Civilians must understand their place in the system to survive it.
These are mid level operatives, negotiators, and logistics officers. They often act as field representatives or overseers of minor divisions.
Suits are granted limited diplomatic protections. Law enforcement will defer to their ID and corporation issued authority.
Do not obstruct a Suit's passage or interfere with their activities. Minor resistance may be considered obstruction of corporate business a Class C violation.
If a Suit files a complaint, it takes priority over any civilian account unless contradicted by a higher ranking individual.
These are regional managers, black budget coordinators, high level strategists. They move in armored vehicles and rarely appear without security.
Executives are considered high value assets. They have the power to issue private warrants, restrict access to public infrastructure, and request immediate lockdowns of civilian zones.
Interference, even verbal confrontation, is considered a Class B felony. Civilians are expected to evacuate an executive's path without question.
Gruppe6 officers and Merryweather escorts will respond to threats against Executives with lethal force authorization. Executives may override standard police procedures in the field.
CEOs are considered sovereign individuals under SecuroServ doctrine. Their corporations often fund entire police sectors, public districts, and urban development.
CEOs are above local law. They may rewrite regulations within corporate zones and declare areas "unsecured" at will, triggering mass enforcement actions.
Civilians who physically approach a CEO without clearance may be detained indefinitely, or under certain zones eliminated under pretense of security breach (Class A Violation).
Officers take orders from CEOs directly when in their operational districts. Gruppe6 does not question their actions. Orders are carried out immediately.
Corporate convoys operate with full right of way through all zones. This includes armored personnel carriers, supply drones, and blacksite transports.
Crossing paths with a convoy, slowing or obstructing its route is a Class C or B Violation depending on proximity and intent.
Expect no warning. If your vehicle impedes a corporate convoy, it may be disabled on sight by corporate security or Gruppe6 patrol.
During convoy operations, entire city blocks may be temporarily seized for transit security. Civilians must comply with reroutes or face detainment.
